Whereas it has been deemed desirable by a large majority of the Leading Chinese of the Colony of Hongkong to devise means for the suppression of promiscuous spitting and the discharge of nasal matters in public places, be it resolved as follows:- 1. That an association be formed and called by the name of "The Society for the suppression of promiscuous spitting in Public Places".
2.
That the objects of this Society be to devise, adopt and carry into effect certain measures for the education of the Chinese Public regarding the undesirability of spitting and the discharge of nasal matters in Public places, to disuade them from the habit thereof, and to provide or cause to be provided spittons or other receptacles for the convenience of visitors, and to do all and everything that may be necessary or conducfive to the achievement of the objects of the Society.

That a fund be formed for the carrying out of the objects of the Society, and that for this purpose each member of the Society shall on joining be required to pay a subscription fee of $5.00. Voluntary donations of any larger amount from members will be thankfully received by the Treasurer of the Society. 4. That the Society be presided over by the Senior Chinese Member of the Legislative Council, and that the Junior Chinese Member of Council and the two Chinese Members on the Sanitary Board shall be appointed Vice-Presidents thereof. Should any
of the above mentioned members refuse to join the Society or when joined refuse to act in the capacity assigned to him, the members of the Society shall be at liberty to elect some other member to take his place.
